The IP address displayed on your Bulk Buy Hosting dashboard is the primary IP address of the server on which you are hosted.
Multiple IP addresses can be assigned to a cPanel shared hosting server, and it is common practice with many hosting providers to do this, in order to not have all sites on the one IP in the event of things like IP blacklisting in email spam blacklists or a DDoS attack against a customer site.
However, to access the site when editing the hosts file or when using Cloudflare, you must use the IP address specified inside your cPanel account.
In cPanel, you can see this IP address labelled as Shared IP Address, which you can see in the screenshot below as 10.20.30.40 for the example account.
